If you're just looking for realistic/semi-realistic tactical games in general, you might go for ArmA, Operation Flashpoint, or Ghost Recon, but there you're getting into military sims.

The True Crime series and Sleeping Dogs have you play an undercover cop, but they're not really realistic in any sense, and they follow GTA's formula rather than SWAT's. Noire is in the ballpark since you're a police detective, but it's a modern adventure game. From intense hostage situations to Homeland Security threats. SWAT and Rainbow Six are the biggest names that I know of, but there's a number of budget titles with Police in the name that hit on similar ideas, though they probably won't be the highest quality. In SWAT 4, you are the element leader of an authentic Special Weapons and Tactics team within the big city where danger looms large. The realistic police games in the 90s tended to be either adventure games, or those "police training" low-budget simulation games that involved target practice or something. The first two SWATs were, I believe, top-down tactical games, while the third is similar to the fourth. SWAT started as a spinoff series from Police Quest, a series of police procedural adventure games from Sierra that, from what I've heard, required you to know and follow protocol. The original was much more tactical, and Vegas was the first to essentially drop the tactics aspect almost completely.
